Sir George Lewis has not failed to give this question the most careful consideration, in the hope that he might be enabled so to arrange the matter as to reconcile the conflicting interests of the Military and the Mercantile Community. Having, however, consulted with those well acquainted with the locality, he has been compelled to come to the conclusion that the site which has been selected by the Military Authorities on the spot alone fulfils those conditions, from a sanitary point of view, which would justify the erection of Barracks and Hospitals for the occupation of Troops.
The Barracks at Hong Kong are, as the Duke of Newcastle must be aware, notoriously unhealthy,
